I've been busy, just going through it now. This bit is interesting, considering the point at which QRM becomes harmful for Amateur Radio users could be extremely weak, particularly for weak signal operators -
The ACMA would also be guided by the Principles for spectrum management, which
recognise:

signal. The point at which interference becomes harmful depends on the service type,
