I don't know if that's because ACMA is much less hands on than previous authorities because of the WIA role, or for other reasons.

More likely because of the "Nanny" mentality in this country or the fact that nobody in authority has the fortitude to make a decision and stand by it unless they have spent 10,000 hours in umpteen committees.

The things you mention show that other countries are far more progressive than here at the moment.
