FreeDV mode 700D, pre-release tests

I'll ignore the parrot comments...

A stand alone Codec2 encode and decode box.

I've downloaded "SmallDV" from: http://www.kk5jy.net/smalldv-v1/
and compiled it up on a Banana Pi M2 Berry and showed the box
at Wyong. Any Pi will do and a good USB audio dongle.

I've tested these USB thingies:
Creative Sound Blaster Play! 3................available worldwide
VOLANS  chipset: ASMedia HS100-B.......who knows
