Well this has been aired before elsewhere and opinion is divided although the data collected seems to point to some changes in sunspot activity.
H.F users such as DX'ers are well used to the 11 year solar cycle and certainly things are certainly rather subdued at times as of late.
Should this deep solar activity minimum come to pass as suggested it will be interesting to see how H.F communications fare.
Apart from H.F can't help but wonder what the impact will be on photo electric solar arrays.
