The majority of submissions to the ACMA inquiry fully agreed that the Foundation Licence was the most appropriate for reciprocal licensing purposes. Before the review it was set at the highest Advance Licence.

I believe this review was rather useless.
There was no ability to make comment/requests regarding reciprocal conditions with countries other than USA.

The terms and scope of the review was set by the ACMA.
Did you miss the ACMA's consultation on the subsetting of its Radiocommunications (Qualified Operators) Determination 2005? Anyone with an interest was able to make a submission.
If you have continuing concerns about the Radiocommunications (Qualified Operators) Determination 2016 (which replaced the 2005 one), I suggest you contact the ACMA.

Yes, did see those but it seemed only to be interested in the Foundation licence and US Technician Class licence.

I believe the ACMA had a bit of other work, possibly of higher priority, on its plate.
